The US Department of Justice has amended its cyber crime law to assure hackers engaging in security research hacking that they are not committing a crime. This new policy is aimed that clarifying the ambiguity associated with the 2014 Computer Fraud and Abuse Act (CFAA).
So long as the researcher carries out the hacking (testing is the word the DoJ used) for the sake of investigating and correcting a security flaw or vulnerability, then, they should not be prosecuted.

“Embellishing an online dating profile contrary to the terms of service of the dating website; creating fictional accounts on hiring, housing, or rental websites; using a pseudonym on a social networking site that prohibits them; checking sports scores at work; paying bills at work; or violating an access restriction contained in a term of service are not themselves sufficient to warrant federal criminal charges,” the Press release stated.
A likely interpretation is that so long as the profiles are not used to commit crimes, then, you could be the King of Wakanda for all anyone cares. Also, it means that companies in the US cannot prosecute employees who use work tools for personal errands or fun as criminals.
